The Hon. Henry Newton Rowell “Hal” Jackman, OC, OOnt, CD served as the twenty-fifth Lieutenant Governor of Ontario (1991–1997).
In the fall of 1939 my brother and I, aged seven and five, would hear the militia bands playing a few blocks from our home. We would literally jump up, abandoning our supper, and race out to watch the regiments with their bands march down Yonge Street. These parades were obviously designed to encourage recruiting for our armed forces. Within five years, a million Canadians were wearing our country’s uniform — no small achievement for a country with less than twelve million people.
One wonders whether there would be a similar response now, if conditions warranted it.

Nous sautions littéralement, abandonnant notre souper, et courions regarder les régiments avec leurs orchestres descendre la rue Yonge. Ces parades étaient manifestement conçues pour promouvoir le recrutement pour nos forces armées. Au bout de cinq ans, un million de Canadiens portaient l’uniforme de notre pays — une réalisation importante pour un pays comptant moins de 12 millions d’habitants.
On peut se demander s’il y aurait une réaction similaire aujourd’hui, si la conjoncture le justifiait.
